Must have thorough knowledge of the regulatory requirements for subcontracts. Understanding of technical and quality requirements of subcontracts. Knowledge of foreign government procurements and ITAR; experience doing business with foreign companies. Proven subcontract negotiation and administration skills dealing with programs issued by the DoD, prime contractors and commercial firms. Understanding of international subcontract practices including Export Licenses, as well as the handling of classified subcontract agreements.
