Senior Capture Manager MS/094905

This is a senior capture position that supports the Business Development (BD) organization of the Cyber and SIGINT Systems (C&SS) Business Unit in the Intelligence Systems Division. The C&SS BU is a critical participant in the Northrop Grumman Information Systems Sectors Cyber Business Strategy. Candidate will lead selected large targets and strategic new business capture activities working in partnership with the Business Unit BD Director and the Business Unit Vice President. The focus area will be the Cyber and Information Assurance Mission Area with special emphasis on Cyber Range, Testing, and Experimentation activities. As part of the capture responsibilities, the candidate will ensure that the NGIS Business Acquisition Process (BAP) is used as the basis for captures. S/He will also ensure the Operating Unit, Business Unit, and Division management is kept informed in a timely manner for decision making and that the capture team is adequately prepared to progress from phase to phase. S/He is responsible for developing and implementing new business and re-compete capture strategies, including: customer engagements, teaming strategies, technical solution development, competitive analysis, position/price-to-win and pricing strategies; orchestrating and implementing NGIS BAP milestones; assuring the capture team is adequately staffed; and assisting with the oversight of proposal development effort, ensuring the implementation of comprehensive and compelling proposal. As required, S/He will work in partnership with Division and Sector BD staff & external support as necessary, for the successful development and execution of captures. S/He will also implement capture management best practices to include B&P estimation and tracking processes and metrics. Experience in the following areas is required: To be considered for this position a candidate must have demonstrated DARPA, DISA, DIA, and/or other Intelligence Community (IC) business development and capture skills and possess a minimum of 5 years of relevant recent experience with IC/DoD in the Cyber-related mission area. Candidate must also possess a Bachelors degree in Engineering, or a related field. Experience as a capture manager, program manager, and/or business development lead, excellent interpersonal skills and the ability to communicate effectively with senior level management are also required. The following are also areas of required experience: - Current DoD SCI clearance - 15 years combined industry experience (aerospace, military or commercial) - 5 years experience in the area of business development - 5 years doing program management, program capture or proposal activities - Knowledge of and experience in the DoD acquisition process - Knowledge of the Cyber mission area and Cyber offensive, defensive, and exploitation capabilities and architectures - Strong communication, negotiation, organizational and interpersonal skills Education: BS/BA required; MS/MA/MBA strongly preferred. The following are also helpful to be successful in this position: - Experience in working with DARPA, DISA, DIA and military services (DoD) acquisition organizations - Advanced degree is a plus - Experience in program management or subcontract management of DoD projects Successful candidates will be results driven and possess experience working in a collaborative team environment across organizations and/or functions to manage change. This position may be eligible for a business acquisition incentive compensation plan. Position location is based in Millersville, MD and will require 25% travel. Security Clearance Required.
